Pq nom.br só tem delegação em dois niveis tal como nome.sobrenome.nom.br

Aliás, outro corner case são os gov.br, que podem ser federais e estão no
whois do Registro.br ou estaduais e aí o whois tem apenas o indicativo do
registro estadual.
