.... o testo abaixo eh de uma lista de discussao do ISC DHCP. lah
tbm tem alguns "loucos" que querem mudar o IP do cliente a cada
periodo de tempo, o q nao difere do procedimento do portal, que
dah um IP invalido e logo depois um valido... 

What you want to do is definitely an abuse of the DHCP protocol and the
ISC DHCP server.  RFC 2131 has very strong wording on page 7: 

  [...] DHCP must: 

     [...] 

     o Retain DHCP client configuration across DHCP client reboot.  A
       DHCP client should, whenever possible, be assigned the same
       configuration parameters (e.g., network address) in response
       to each request, 

     o Retain DHCP client configuration across server reboots, and,
       whenever possible, a DHCP client should be assigned the same
       configuration parameters despite restarts of the DHCP mechanism,
