Não consegue medir assim, pois essa fibra vai para um splitter e depois vai
direto para OLT.

O serviço vivo fibra não é PTP, é rede xPON.

Posso parecer meio ignorante ao dizer isso, mas já tentaram efetuar um teste
com o enlace em si? Digo, testes apenas com a fibra e depois com as
interfaces?
Até porque se está saindo (um exemplo) 100Mbps do backbone deles e no teu
cliente só chega 4Mbps, infelizmente os 100Mbps estão sendo transferidos e o
problema pode ser até na rede do cliente. Infelizmente é isso que acontece,
e realmente muitas vezes é um problema no cliente.
Por isso, se não verificou, verifique corretamente antes de tomar medidas
mais duras.
