ip -6 addr show
ip -6 route show

Tenha certeza de não ter mascaras que não sejam /128 em endereços de
interface, rotas com mascara errada (bit setado fora da mascara, como
por exemplo ::1/126, ou qualquer coisa /0 que não seja ::/0), ou
endereços globais em rotas/regras que pedem um endereço link-local, ou
interfaces faltando o endereço link-local...
