Fábio,

Se eu fosse você, investigaria se algum destes include do seu SPF está 
usando indevidamente seu domínio para enviar SPAM.

Outra coisa imensamente importante é mudar esse "~all" por "-all". Isso 
dá mais trabalho, porém evita diversas dores de cabeça por conta da 
confusão que quem analisa SPAM.
