[MASOCH-L] Why prefix 2001: for Global Unique?

Hi, I already ready RFCs 1887, 2073, 2374, 3587, 4291, 1884, 6177 and
http://www.iana.org/numbers/, but I didn't understand yet why IANA started
assigned IPv6 ranges initiated with 2001: to the RIRs. Why didn't initiated
in 2000: or other IP, for example?

Why?
