Olá Cristina,

Você pode verificar na flash do roteador se existe uma imagem para ser 
usada. Use o "show flash:".
Se existir a imagem ela pode estar danificada e deve ser substituída. Ou 
ainda, pode ter algum comando "boot system rom" em sua configuração que 
está fazendo o roteador ir direto para o modo ROM.
