Tem certeza que esses pacotes estáo saindo do teu router?

Por acaso não tem um switch em linha?
Deu uma olhadas nas configurações as interfaces Vlan(L3) desse switch?

Ou talvez até um outro equipamento em bridge com a mesma Vlan?
