It is a small local ISP, so I can guess one of two situations:
1. An idiot messing up with routing not knowing what he is doing,2. Some spammer convincing this ISP to allow or advertise routing in exchange for money. It is a known behaviour...

And we've seen 267286 originate /8s like 93.0.0.0/8 170.0.0.0/8
173.0.0.0/8 etc via AS_PATH "4134 4809 267286". I strongly doubt this
ASN was assigned these large IPv4 blocks.
