Ok. 

Refiz as configurações dos três SW.

Colocando somente o MASTER com "erps ring 1 rpl owner" em seguida retirei todas as VLAN da interfaces e mesmo assim entrava no loop.

Resolvi então criar uma outra instancia e colocar todas as vlan não usadas nela.
Problema foi resolvido

Você pode ter apenas uma porta no ERPS RING configurada como RPL Owner, e um switch operando como o dono do RPL por ring. Todos os demais switchs são de TRANSIT, e todas as demais portas são NODE.
