Não me recordo se é obrigatório para ativar a porta, mas você já configurou
o service-port?

Ex.
vlan 10 smart
port vlan 10 0/0 0

service-port 0 vlan 10 adsl 0/1/0 vpi 0 vci 35 multi-service user-vlan
untagged  rx-cttr 6 tx-cttr 6
