Lembre-se que para pingar endereço IPv6 link-local em Linux (fora os da
própria caixa), TEM que usar a opção -I do ping6, informando a interface de
saída do pacote.

Fora isso, verificou a firewall ipv6 e rotas ?

ip -6 link show
ip -6 addr show
ip -6 route show
ip -6 route show table local
ip6tables -nv -L -t raw
ip6tables -nv -L -t filter
ip6tables -nv -L -t mangle
grep -r . /proc/sys/net/ipv6

Olha cuidadosamente a saída dos comandos acima, podem te dar alguma pista.
