Olá.
Já tive esse problema também.
Tinha uma sessão BGP bouncing e uma atualização de rota muito frequente
vindo de um peer de transito.
Filtrei até que o cliente resolvesse.

Na verdade é um problema muito comum nos Juniper e com causas diversas.
Bouncing e flapping são as mais comuns. Arp flood em terceiro lugar.
Felizmente sempre fácil de diagnosticar e resolver.
