Segue ideia:

Model - 1
NetFlix would sale a block of signature of 100 customers at target price 
of  US$ 500/month or anual subscription
cost US$ 3500 for 100 customer block. And operator should manage account 
for their customers and help them
to use more and more. Since the block allocated will never be 100% used, 
this strategy would increase NetFlix
profit and at same time stimulate small operators to spam partnership 
with NetFlix offering new access plans
for users. This would reduce NetFlix support cost.

Model - 2
Same as model 1, except that the user access would be possible only 
under "NetFlix Operators Subscriber Network". This
model would create an "NetFlix Aliance Network" between operators and 
would be possible to increase user
experience with high quality content. In other hand would preserve 
individual  signatures for have users that
would like to acess NetFlix everywere. Even more, this model could 
create others NetFlix offers with a time limited
use for users that are already users of  "NetFlix Operators Subscriber 
NetWork"

Financial Model
Last PTT Metro Forum we was talking about 2200 ISP´s with Anatel 
license. Since we know that we still have a
lot ISPs that use  others ISP´s  licenses and transit this number would 
be even greater (+4.000). We would have a
initial annual profit for NetFlix around: 2200 x 500 => US$ 
1.100.000,00. Since we would have ISPs buying a lot
more blocks this number would be much bigger....
We have around 2.000.000 users in small operators this is a potential to 
reach 20.000 of 100 users blocks
    (20.000 x 500 => US$10M/month or 20.000 x 3500 => US$70M/year)
