Tem um PR (PR836197) [1] e um KB (KB26792) [2] da Juniper falando deste
problema do
RPD levar muito tempo para atualizar a FIB. E o lightning talk da NANOG com
a simulação
deste comportamento com um MX480 está aqui [3].

Segundo o PR836197 o problema foi resolvido em versões mais novas do JunOS,
como a 12.3R3.
No release notes temos [4]:

It is possible that RPD's higher priority tasks (HPTs) are scheduled to run
such that lower priority
tasks (LPTs) might not be able to complete until HPTs are completed.

Eu ainda não testei, mas também não andei tendo muitos problemas em relação
a isso.
Se alguém que enfrenta o problema puder testar com um JunOS mais novo (o
JTAC recomenda a
12.3R6.6 para a linha MX) e postar aqui o resultado, seria uma boa :-)
