Já tive esta situação no passado, até perguntei aqui ou na MASOCH, não 
me lembro.

Eu  optei por enviar uma carta registrada contendo cópia do email para o 
cliente e explicando a situação, do tipo ok, eu recebi a notificação e 
fui pró-ativo e informei ao cliente, mas não posso me dar à revelia 
bloquear o usuário, a situação é bem mais complexa.

Sobre gringos nos observar, torrent é rede pública, o que fazem é 
procurar o que está sendo divulgado, localiza seu IP, dá um whois e te 
envia e-mail, não acho nada de anormal, torrent funciona é assim mesmo! :)
