[GTER] Regular updates, Triggered updates e Hold down timers

Por favor me expliquem a aparente incoerência dessas definições:
TRIGGERED UPDATES:
A triggered update is sent immediately in response to a change in the
network. The router detecting the change immediately sends an update message
to adjacent routers.
HOLD DOWN TIMERS:
Hold-down timers force routers to hold any changes for a period of time.
Outra coisa, qual a diferença entre REGULAR UPDATES e TRIGGERED UPDATES?
