Alexandre,

Executei alguns testes da minha rede e obtive resultados semelhantes
para os dois IPs:

--- 189.84.0.4 ping statistics ---
100 packets transmitted, 96 received, 4% packet loss, time 7330ms
rtt min/avg/max/mdev = 65.342/72.499/93.633/4.191 ms, pipe 2, ipg/ewma
74.046/73.263 ms

--- 200.243.251.133 ping statistics ---
100 packets transmitted, 90 received, 10% packet loss, time 5946ms
rtt min/avg/max/mdev = 51.368/58.447/82.398/5.105 ms, pipe 2, ipg/ewma
60.067/58.083 ms

Está com uma perda relativamente alta de pacotes.
Imagino que o consumo de banda não esteja no limite, então o ideal
seria entrar em contato com a Embratel e pedir uma avaliação do link.

Att,
