Havendo um record AAAA no dns, o ntpdate sempre irá tentar consultar o endereço IPv6. 
Quando fizer a consulta a partir de uma máquina sem conectividade IPv6, force o ntpdate 
a usar IPv4.

$ ntpdate -q -4 a.ntp.br
server 200.160.0.8, stratum 2, offset 0.000890, delay 0.02611

Somente a.ntp.br tem endereçamento IPv6 e record AAAA cadastrado.
