Olá Marcos,
Conforme informação enviada para o seu e-mail, esse aviso não se
refere a utilização da rede senão a problemas de delegação inversa
para o bloco 192.198.8/22.

O LACNIC possui um sistema que verifica delegação inversa de todos os
blocos alocados, independente de estarem sendo utilizados ou não. Esse
sistema não verifica tabela de roteamento, mas somente a arvore DNS.

E como seu email está registrado como contato para esse bloco o aviso
te foi enviado solicitando correção do problema.
