O MTA Exim (http://www.exim.org/) oferece mecanismos
interessantes pra controlar esse tipo de abuso.

Por exemplo:

recipients_max:

  If this option is set greater than zero,
  it specifies the maximum number of original
  recipients for any message.

smtp_ratelimit_hosts:

  Some sites find it helpful to be able to limit
  the rate at which certain hosts can send them
  messages, and the rate at which an individual
  message can specify recipients.
