A princípio, SYNcookies me parecem uma modificação grande no TCP, algo difícil de ser adotado devido ao legado. Além disso, parece uma versão light do que o AH do IPSec se propõe a fazer pelo cabeçalho IP. Você tem idéia de quão séria é essa proposta?

De qualquer forma, isso não irá resolver o problema do "SYN reflection" tão rapidamente...
