[Eppnicbr] Comando Create Contact - Erro 2306

Alguns comentários:
- O contact:id num comando de create de organização costuma ser o CPF/CNPJ sem símbolos. Neste caso, 031910422000128.
- Os campos contact:street precisam ser separados:
<contact:street>Rua Volga</contact:street>
<contact:street>245</contact:street>
<contact:street>Apt 204</contact:street>
- contact:authInfo não deve ser preenchido
O contact:handle precisa existir no ambiente que se está criando. O contato FAN existe em produção, mas não no ambiente beta.registro.br <http://beta.registro.br/>. E sugerimos sempre criar um contato do próprio provedor para o titular.
