[caiu] Instabilidade Backbone | Algar

Eu tive problemas de latencia com um destino na Europa, a gente sempre faz
video com esse destino, voz e video estavam falhando, quando apontei a
saida por outro link resolveu, mas o tempo do ping e do traceroute pelo
link de backup estava pior, porem qualidade melhor, vai entender...
