[caiu] ADSL Oi Limitada a 1Mbps - Porto Velho/RO

Ontem teve rompimento de fibra na região onde moro Interior da Bahia e
mesmo sincronizado a 15Mbps não passava de 2Mbps nem no torrent. Acho que
essas limitações são padrão da Oi em caso de rompimento de fibra para não
cair para todo mundo.
