[caiu] RES: Cloudflare off via GVT

O incidente aparentemente está sim relacionado ao CloudFlare, e não ao
Google Public DNS, vide [1].
Inclusive, de acordo com o status fornecido pela própria CloudFlare, o
evento ainda está em curso.
