Pessoal esta questão já foi discutida a alguns dias, eles estão fazendo tratamento de pacotes ICMP,

Igual o parceiro EDUARDO RIGLER escreveu "Google implements ICMP rate limiting on most of our network devices.
 Please note you may also see similar packet loss in traceroute output.  As
such, it is not uncommon to see dropped packets in ping or traceroute
results."


somente o 8.8.8.8  esta com esse tratamento o restante esta normal via BRCENTRAL TELECOM.
