Certo Rafael, mas é preciso saber toda a rota dos seus dados pra  
tentar avaliar quais podem ser os trechos afetados por alguma política  
ou por problemas de falta de banda, estrutura...

Tente fazer um traceroute até o IP informado no link que o Ronaldo te  
passou e compartilhe, pra gente saber qual o caminho e o destino.

Curioso que os dados daqui estão indo parar á na Coréia do Sul, via  
GVT ADSL residencial BH.
