Cara, já tentei trocar DNS´s mas não resolveu (tentei google, opendns e da própria Level3), segundo o MTR parece ser algo na Level3 por aqui mesmo:

No segundo hop (o datacenter fica aqui perto então julgo ser lá dentro) já apresenta instabilidade. O chamado está aberto e estou aguardando retorno da Level3.

Cara, aqui só resolveu trocando o DNS para o openDNS, dai parou de dar os erros, estava usando o DNS automático da GVT

mudei para os openDNS e resolveu interno e externo.
